Many of you have that had an existing RefCentre account have registered already, and stated that it is a clean simple process. The payment does through a PayPal portal, but you DO NOT REQUIRE A PAYPAL account, just a credit card - or you can option to pay by cheque.A User Guide will be posted today for those that have either not registered, or do not have an existing RefCentre Account. Dear Referees,
After some great discussion with the CSA, and the submission of an
official request (from the OSA Referee Department), the CSA and OSA have
come to a mutual agreement for the use of Umbro kits in 2012.
2012 referees assigned to Provincial level competitions (Ontario Cup,
Ontario Summer Games etc.) will be permitted to use RED as the third kit
colour. The referees must first wear black or yellow, and red will be a
distant third choice.
In 2013 the third colour will be BLUE at Provincial competitions, red will not be permitted.
2012 referees assigned to National level competition, yellow and black
Umbro will be MANDATORY. Kit version is not as important as
manufacturer; some referees will have 2010 kits, some 2011, and the 2012
kit is called the Premiership2 kit - any of these are acceptable.
If the CSA determines a third colour will be needed at National
Competition it will be BLUE. The CSA will ensure prior to the
competition that there is no clash with team colours and the two
designated referee kit colours of yellow and black, so the use for a
third colour will be extremely minimal.
There is talk of a whole new kit being developed by Umbro for referees
in 2013, this is why we appealed to the CSA not to change our third
colour for Provincial competitions in 2012. I will keep you updated towards the start of 2013.

REFEREE REGISTRATION CHANGES FOR 2012 ā EXCITING AND INNOVATIVE
In 2012, the OSA Referee Department has taken on an exciting initiative with the goal being to improve the Annual Referee Registration Process ā to make if faster and more efficient and to reduce the number of steps involved.
In 2011 staff averaged 500 emails and 25 to 45 voice mails per day during the registration season. The majority of these were password resets, payment issues or the confusion with the sometimes challenging online registration process - definitely an inefficient process at that point.
After the registration season we sat down as a department and performed an efficiency analysis that made us even more aware of what needed to be improved. As we all know, change takes time, and after meetings, presentations and discussion, on February 16, 2012 our proposal was approved. This timing means us opening 2012 registration on or about March 1, 2012.
The Ontario Soccer Association Referee Department is pleased to announce that in 2012, E2E RefCentre will be hosting Referee registration. As E2E RefCentre also provides us with course management, assigning, assessing, evaluating, scheduling, reporting and referee communication modules this will allow all referee data and processes to be in one robust integrated system accessible by all who need it.
There will be 3 registration and payment options in 2012:
a. Online registration and payment via credit card, no additional fees will apply
b. Online registration with cheque payment. Registration will be āpendingā until cheque is received by OSA, additional $5.00 processing fee may apply and will be a 1-2 week delay on registration
c. Mail in registration form and cheque/cash payment: will be a minimum of 2-3 week turnaround, additional $10.00 processing fee may apply

This is an exciting time for the Referee Department and Community. By creating more efficiency, we can concentrate on Development programs moving forward.
